1. Review of Bay Area Homeless Services (BAHS) funding post-COVID
   1. $300,000 for the 3 main programs: transitional housing, shelter, and employment services (Bay Area Homeless Services, 2021).
2. Determination of funding
   1. Due to the reduction of funding from the major donors of United Way of Greater Baytown and Chambers County (UWGBCC), all organizations have to reassess their funding sources.
   2. We had to reduce the funding to $100,000 in total for BAHS.
3. Rebuttal from Bay Area Homeless Services
   1. In attempting to learn how to increase the funding to the level that was given pre-COVID, $100, 000 may be stretched, we do need at least $50,000 more to enhance the Employment Services program to an Education Services program. This way we can work with the local college to subsidize tuition, so we can provide a degree to better their employment chances post-pandemic. We would also need assistance to acquire government-mandated funding. BAHS understands that a lack of funds to the main donor is uncontrollable by UWGBCC (Coalition for the Homeless, 2021). We hope that you can tap into some residual federal funds that were given by the White House pandemic funds. We understand that federal funds to large nonprofits are being redirected to the smaller nonprofits, so they can access more funds to keep them from dissolving. But it will not be enough. While we would like to have a promise that when they are able to that the UWGBCC will seek to increase the amount after the pandemic. But in the meantime, we would ask that they liaise with us to combine our statistics and metrics to petition the government for an increased amount that will sustain the 3 programs of BAHS (Tsao, 2016). We hope that with the use of this data we can provide dialogic or process validity to assist other nonprofits on how to find other financial sources.
4. Reassessment of rebuttal
   1. We do have $50,000 that was a special grant for education services for those in an underserved population to use.
   2. We will be able to increase the donation to $150,000 and we would like to have an outline for revising the Employment Services program to an Education Services program
